FBS’ clarification in response to bidders’ queries regarding the subject of the project being split into lots, (item II.1.8. of the tender publication)
With reference to the text of the tender publication, the awarding authority wishes to clarify the following:
The candidates selected to submit a bid following the tender competition must submit bids for all lots set out in the invitation to tender. The aforementioned specifications must be taken into account by the bidders/bidding consortiums at the qualification stage. A tender application or bid that does not take all lots into consideration must be excluded from the tender competition/award procedure. The awarding authority reserves the right also to award contracts by lot during the award procedure once all bids have been evaluated.

I have a few questions relating to your tender (construction work at the airport). We are a planning agency for renewable energy and UniWork GmbH is involved in the area of harnessing geothermal energy. I find your tender text ambiguous as regards geothermal energy. What exact services are required (drilling, planning, pipe installation etc.)? You write about geothermal pipework – do you mean the material only?
Answer Flughafen Berlin Schoenefeld 2.1
Within the framework of construction work, all of the requisite transmission and distributing lines need to be installed both in the reinforcing cages for the drill-foundation piles and in the passenger terminal bearing plate. The technical components of the geothermal system are not a component of the construction work.
Design planning of the geothermal system is to be performed by a different contractor who has not yet been specified.

Under item II.2), quantity or volume of contract as stated in the tender publication dated 08.11.2007 concerning the above-mentioned construction project, works are specified for which we would, if awarded the contract, draw on the services and/or resources of third parties/subcontractors/affiliated companies where necessary. To what extent are the necessary proofs and confirmations for potential subcontractors according to a schedule of works as required under item III.2) to be submitted with the tender application?
Answer Flughafen Berlin Schoenefeld 3.1
In accordance with the conditions of tender set out under III.2 of the tender publication, the proofs, declarations and confirmations must only be furnished as specified under III.2.1; III.2.2 and III.2.3, to the extent that the bidder/bidding consortium wishes to use the resources of subcontractors or wishes to refer to the relevant information/data regarding subcontractors in order to provide evidence of its/their efficiency and ability to meet the various requirements. It is not necessary to provide a detailed schedule of works and contractors. The proofs/declarations of technical efficiency set out under III.2.1 and III.2.3 need only be submitted in respect of the subcontractors designated for the various works if reference is made to subcontractors. The awarding authority further draws attention to the stipulations given in the invitation to tender regarding the proofs/declarations and confirmation to be submitted for subcontractors (III.2.1 at the end; III.2.2 at the end; III.2.3 Ziff. 2 at the end; III.2.3 Ziff. 3 at the end).
